Trama
Il capitano Ellsworth se la deve vedere con l'agente Sam Steele, un ambizioso e intrapredente poliziotto, che decide di intervenire in una rapina in banca senza attendere i rinforzi della SWAT, come invece gli era stato ordinato. La rapina finisce in un bagno di sangue e Ellsworth pensa di sospendere Steele, che però si imbatte in una serie di documenti compromettenti per il dipartimento.
